lib32icu-dev software package provides Development files for International Components for Unicode (32-bit), you can install in your Ubuntu 12.04 LTS (Precise Pangolin) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install lib32icu-dev
lib32icu-dev is installed in your system.
Make ensure the lib32icu-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep lib32icu-dev *
You will get with lib32icu-dev package name, version, architecture and description in a table
